Understanding Yuma’s Spending Limit

Overview

Arizona has a state law that limits how much cities and towns can spend each year. This law, called the Annual Expenditure Limitation (AEL), was approved by voters in 1980 and applies to every city in the state.

The City of Yuma is providing information to help residents understand how the AEL works and what voters may be asked to consider in the November 2026 General Election.

What is the AEL 

The AEL sets a limit on how much the City can spend each year. The limit is based on what Yuma spent in 1979–80 and is adjusted annually using a formula tied to population growth and inflation. 

While the formula adjusts each year, it continues to rely on that original starting point from more than 40 years ago.
