Jay Simonton has more than 25 years of public service experience with the City of Yuma. He began his career with the City as a Project Manager specializing in water and wastewater infrastructure. He was promoted to Director of Utilities in 2010, where he led the department for nearly a decade before being appointed Deputy City Administrator.

In November 2021, the Yuma City Council appointed Jay to serve as Interim City Administrator. In this role, he leads the day-to-day operations of the City organization, works closely with the Mayor and City Council to advance community priorities, and provides executive leadership on the City’s budget, major capital investments, organizational initiatives, and delivery of municipal services.

Throughout his career with the City, Jay has provided leadership across a broad range of municipal operations, including Public Works, Engineering, Utilities, and Parks and Recreation. He has extensive experience in municipal infrastructure, water and wastewater utilities, engineering, capital improvement planning, and organizational leadership.

Jay holds a Bachelor of Science in Mechanical Engineering Technology and a Master of Public Administration from Northern Arizona University.

Jennifer Reichelt has more than 25 years of local government experience and serves as Deputy City Administrator for the City of Yuma. Her professional background includes strategic planning, communications and community engagement, organizational development, process improvement, and economic development.

Prior to joining the City of Yuma, Jennifer was a manager with Raftelis, formerly The Novak Consulting Group, where she worked with local governments across the country on executive recruitment, organizational assessments, and management consulting. She previously served as Deputy City Manager for the City of Great Falls, Montana, and Deputy Director of Marketing and Communications for the City of Glendale, Arizona.

Jennifer holds a Master of Public Administration and a Bachelor of Science in Business Administration from Northern Arizona University. She is an ICMA Credentialed Manager, LEAN certified, and a graduate of Leadership ICMA and the University of Virginia’s Senior Executive Institute.

She serves on the boards of the Arizona City/County Management Association and Arizona Women Leading Government and chairs the Greater Yuma Water Safety Alliance. She is also an active member of the Yuma Rotary Club and currently serves as President.
