The Americans with Disabilities Act (ADA) is a federal civil rights law that prohibits discrimination against individuals with disabilities. Under Title II, the City of Yuma must ensure that all residents—regardless of disability—can participate in and benefit from City services, programs, and activities.

This includes:

• Physical access to City buildings, parks, sidewalks, and public spaces
• Effective communication (e.g., interpreters, alternative formats)
• Digital access (websites, online forms, and documents)
• Reasonable modifications to policies or procedures when needed

Examples include providing sign language interpreters or real-time captioning for public meetings, offering materials in large print or accessible digital formats, or adjusting event layouts to ensure accessible seating and pathways.

The City of Yuma is committed to ensuring that everyone can access and participate in our programs, services, and activities. We do not discriminate on the basis of disability and work to provide equal opportunities, effective communication, and reasonable accommodations when needed.

If you need an auxiliary aid, sign language interpreter, or other accommodation to take part in a City program, service, or event:

• For public meetings or City events, please contact the Communications Manager as soon as possible—ideally at least five (5) days before the event, but no later than forty-eight (48) hours in advance.
• For other programs, services, or general ADA questions, contact the ADA Coordinator for assistance.

To request an accommodation to participate in a City program, service, or event:

1. Contact the appropriate staff member from the list below, by phone or email. If you are unsure who to contact, reach out to the City’s ADA Coordinator directly for assistance.
2. Describe the program, service, or meeting you plan to attend.
3. Specify the type of accommodation requested.
4. Submit your request at least 48 hours in advance, whenever possible.

The City of Yuma is committed to maintaining an accessible and user-friendly website. Our site is designed following current accessibility standards and best practices, including:

• Proper heading structure (H1, H2, etc.)
• Alternative text for images
• Sufficient color contrast between text and background
• Keyboard navigation and skip links for users who do not use a mouse
• Accessible forms with clear labels and error messages

If you experience difficulty accessing any content or have ideas to improve usability, please contact us (see “Contact Information” below). You may also request a copy of web content in an alternate format, such as large print, Braille, or audio.

The City of Yuma encourages residents to share accessibility concerns as soon as they are noticed so they can be addressed quickly and efficiently. Many accessibility issues—such as damaged sidewalks, broken ramps, or malfunctioning doors—can often be resolved faster through the City’s Yuma Click & Fix reporting system rather than the formal grievance process.

Submitting a report helps City staff identify and correct potential barriers to access 
across public spaces and facilities. You can use Yuma Click & Fix to report issues such as:

• Sidewalks or curb ramps that are blocked, broken, or missing
• Accessibility features (e.g., parking spaces, crosswalk signals) that need attention
• City facilities with doors, elevators, or restrooms that are not functioning properly

How to Submit a Report:

1. Visit Yuma Click & Fix or open the mobile app.
2. Scroll to “Engineering” and then select “ADA Concern” from the available issue types.
3. Provide a brief description and upload a photo, if possible.
4. Submit your report.

Reports submitted through Yuma Click & Fix are sent directly to City staff for review and resolution. Users will receive an automated response letting them know that their issue has been received. Once an issue has been assigned, another email will be sent to provide a status update.

If you believe the City has failed to provide access or accommodation under the ADA, you may file a grievance.

1. Complete the ADA Grievance Form (PDF or online).
   Submit it to the ADA Coordinator.
2. The ADA Coordinator (or designee) will acknowledge receipt of your complaint within 15 business days.
3. A written response or resolution will be provided within 15 days of receiving the grievance.
4. If you disagree with the resolution, you may appeal in writing within 15 days to the City Administrator or their designee.

The City of Yuma maintains an ADA Transition Plan to guide improvements over time. This plan includes inventories of sidewalks, curb ramps, accessible routes, and accessibility assessments for public buildings.

The City of Yuma ADA Commission works to promote accessibility, inclusion, and equal opportunity for all residents and visitors. Established by the City Council, the Commission serves in an advisory capacity to ensure the City’s programs, services, facilities, and communications are accessible to individuals with disabilities in accordance with the Americans with Disabilities Act (ADA).

The Commission provides guidance to City leadership on accessibility priorities, reviews policies and projects for ADA compliance, and helps raise community awareness about the importance of access for all. Members also assist in developing outreach and education initiatives that encourage understanding of disability issues and foster a more inclusive community.
