Over the past year, the City’s technology staff have completed several projects designed to assist citizens.

The Department of Information Technology Services (ITS) continues to serve citizens and City staff through the implementation of new or enhanced technology systems. These systems are meant to increase the level of service the City can provide by reducing the costs and labor necessary to support current programs. This increased efficiency allows the City to shift resources and focus on expanding existing services and identifying and implementing new ones without sacrificing the quality citizens have come to expect and rely on.

Department Specific 2008-2009 Accomplishments
City Administration
City Clerk
- Completed Document Management roll-out for City Clerk and implemented 10 years of meeting minutes.
- Completed implementation of electronic agenda; provided on-going updates/changes to workflow.
- Provided on-going support and service relating to elections and web site updates.
Economic Development
- Assisted with identifying city annexed properties still listed as County properties with County assessor.
Facilities Maintenance
- Implemented and trained staff in the use and operation of FaciliWorks work order system.
- Worked with Facilities to rectify backup generator power at City Hall.
Strategic Communications
- Recommended that Synergy product be used to implement Yuma Police Department (YPD) crime videos. Worked with staff to assist with Synergy and website integration.
City Attorney
- Worked with City Attorney to finalize I-NET agreement with Time Warner.
City Engineering
- Worked with City Engineering on Agua Viva, Cibola Pool, Main Street WTP upgrades, Yuma Police Department 4 E campus facilities, Yuma Fire Department training facility, and various street improvement projects.
- Worked to assist City Engineering with annexation legal descriptions, maps and Geographic Information System (GIS) presentations needed for Council work sessions and meetings.
Community Development
- Worked to provide direct GIS support for Council work sessions and meetings.
- Worked with department in the planning, research, Request for Proposal (RFP) development and selection for the replacement of Community Development computer software system.
- Created on-line Zoning Atlas with search and retrieval capabilities; eliminated massive manual reproduction.
- Began roll out of Document Management for staff.
- Implemented new plans scanner, provided training sessions in the use and operation of new scanner for electronic plans management and integration within Document Management system.
- Assisted with Telecommunications project reviews for Verizon, Qwest, and 16th Street projects.
Citywide Services
- Developed web based search and retrieval application for GIS enterprise system and Document Management System; trained staff and deployed to desktops.
- Implemented cell phone notification with city's paging system so end-users can receive notifications via pagers, cell phone or both.
- Implemented enterprise security system with employee access cards and expanded system to secure multiple locations.
- Implemented virtual private network capabilities which allows users to access city network servers, PC desktops etc. via remote access within secure environment.
- Developed RFPs for installation and maintenance services for the city's card access, security camera, HVAC, lighting systems infrastructure, etc.
- Continued support and service for city wide web updates for all departments.
Finance
- Worked with Finance on the assessment, transition and feasibility to a monthly Utility billing and collection cycle.
Information Technology Services
- Implemented ‘green initiatives' to assist with electrical cost savings (hibernate/monitor standby).
- Transitioned all Public Safety and GIS technology support personnel into centralized operation within ITS Department.
- Assisted with selection of new Police Chief.
- Recipients of 2 Circle of Excellence Awards with 5 nominations.
- Provided support and service relating to citizen and city management public records requests.
- Provided more than 300 classroom courses with over 2500 students attending.
- Began implementation and testing of virtualized servers for city applications.
Municipal Court
- Assisted with the implementation of audio/visual aids in the courtrooms including Smart Board, document camera, DCD/VCR capability, projector, and plasma TVs.
Parks and Recreation
- Implemented and trained staff in the use and operation of FaciliWorks work order system.
- Assisted with the design and implementation of Recreation advertising message boards.
- Implemented city-wide enterprise sprinkler control system.
- Assisted with the Cibola Pool security and camera system.
- Upgraded Pools and other Parks locations network connectivity.
Public Safety
Fire Department Specific
- Implemented Blackberry technology for use by Emergency Management and other first responder agencies.
- Began roll out of Document Management for Yuma Fire Department.
- Played lead role in assisting Fire department staff with correction of city's revised Emergency Operations Plan.
- Provided on-going support with daily automated systems, provided most all statistics for re-accreditation.
Police Department Specific (YPD)
- Began strategic planning for YPD Field Reporting product.
- Acquired nearly 3 million dollars in grants in support of city and county Public Safety operations and services.
- Completed Document Imaging roll-out for YPD.
- Relocated existing computer hardware to newly expanded Public Safety Communications center.
- Implemented Motorola's Inter-subsystem Interface ISSI project for State wide connectivity to Yuma Regional Communication System.
- Performed complete business process assessment of YPD. Began working with department in the planning and development of departments 3-5 Year Information Technology Strategic Plan.
- Created a vehicle survey database for YPD to track user feedback on new Hybrid vehicles.
- Implemented Citizen Watch Video segments via city's website for YPD.
- Implemented technology to capture, file and search fingerprints both at the local level and submit and search at the State level.
- Implemented SunGard/GTG Looking Glass product for searching incidents and displaying geographically.
- Implemented Radar gun calibration and testing.
- Upgraded YPD Command Van headset system.
Police and Fire Combined Support
- Acquired over 2.3 million dollars in grants in support of city and county Public Safety operations and services.
- Worked with State of Arizona 9-1-1 Office and Yuma County consultant in preparation for State of Arizona Yuma County Phase II 9-1-1 Wireless implementation.
- Implemented new Mobile Data product and upgraded Computer Aided Dispatch applications.
- Began needs assessment for Yuma County Regionalization of Public Safety systems. Worked with Yuma County Public Safety agencies in the development of a RFP for the selection of new Yuma County Regional Public Safety system.
- Continued to expand the use and operation of the Yuma Regional Communication System.
- Rewired the entire City Dispatch Center for new furniture and systems.
Public Works
- Created a web application to map solid waste repair work orders to assist staff in planning the most efficient work route for the day.
- Developed Environmental and Recycle page via website.
- Put in place SkyPilot Wireless Mesh system to integrate traffic controllers into the city Network.
- Integrated new radio equipment into the new trash trucks.
Utilities
- Worked with department in the development of 3-5 Year Technology Strategic Supervisory Control And Data Acquisition (SCADA) Plan. Plan addresses the operation and automation maintenance and management needs of water treatment and distribution, water treatment and distribution and wastewater collection and treatment.
- Worked with Utilities to replace obsolete SCADA equipment.
- Worked with Utilities to centralize the management of SCADA operations and security.
- Worked with Utilities on the assessment and transition to a monthly Utility billing and collection cycle.
