The Bicycle Facilities Master Plan is a progressive guide for the future placement of Bike Lanes, Bike Paths, and Bike Routes throughout the City. The Bicycle Facilities Master Plan took effect on May 1st, 2009.

The plan directs City departments how and in what succession to implement each segment of the plan through the Capital Improvement Program. Implementation of the plan is directed by the projects composed in the plan and the Priority level associated with each project. Three levels of Priority were accessed through the plan: High Priority (implemented within 5-7 years), Mid-Priority (implemented within 7-10 years), and Low Priority (Implemented beyond the 10 year timeframe). The Bicycle Facility Plan is updated periodically as the population and demographics change.
