This week's Road Report includes important updates to the 16th Street and 4th Avenue project, the Avenue 3E at U.S. 95/16th Street project, and the 32nd Street resurfacing project between avenue 3E and 8-1/2E.
16th Street and 4th Avenue
The current phase of the 16th Street and 4th Avenue intersection improvement project calls for one lane of through traffic in each direction.
Beginning midnight the morning of Jan. 16, the only allowed movements at that intersection will be right turns. Crews will be working on an underground storm drain in the middle of the intersection. Because of this traffic pattern, motorists will need to plan ahead and prepare to detour prior to reaching the intersection. Those intending to make left turns should pay particular attention to advance detours. Barring any setbacks or weather events, this phase of work should be complete by the end of Jan. 23.
8th St., Castle Dome - Pacific Ave.
8th Street is closed between Castle Dome and Pacific Avenue. Pacific Avenue is closed to through traffic north of 12th Street, and closed to all traffic north of 8th Street. Roadway, water and sewer work is being done in conjunction with the Pacific Avenue Athletic Complex.Detour by using 12th Street between Pacific and Castle Dome Avenue. This closure is the second phase of work near the job site. It is anticipated to be complete in late summer 2017.
32nd Street, 3E to 8E - ADOT
Lane striping will take place overnight on 32nd Street between avenues 3E and 8-1/2E in this ADOT project. Arizona Department of Transportation crews are scheduled to work from 5 p.m. to 6 a.m. from Sunday, Jan. 8, to Thursday, Jan. 12, with completion scheduled by 6 a.m. Friday, Jan. 13. One lane will remain open in both directions at all times with the speed limit reduced to 35 mph in the work zone. The striping will complete a project to resurface 32nd Street between Avenue 3E and Avenue 8½ E. Much of that work was completed in November.
Avenue 3E/US 95
A nine-month project to widen and improve both US 95 and Avenue 3E is currently under way. Currently, pipeline work is taking place at the intersection of US 95/16th Street and Avenue 3E. Turns are prohibited in all directions at this intersection; through traffic is allowed. Detours are Interstate 8 or 24th Street for east-west traffic or Araby Road or Pacific Avenue for north-south traffic. These restrictions are expected through Jan. 20.
The $3.2 million project will widen both roads to five lanes and to include a turn lane. Work will take place on Avenue 3E from north of the Interstate-8 interchange to past the US 95 intersection, as well as on US 95 from about 500 feet west of the Avenue 3E intersection to just past the Araby Road intersection. Both roads are expected to remain open with lane restrictions in place while the project is underway. Drivers are asked to find alternate routes to avoid potential delays. The Arizona Department of Transportation (ADOT) will maintain access to businesses in the work zone and keep both roadways open during construction. The project is scheduled to be completed by August 2017.
16th Street, Ave. C
A project to remove and replace a driveway will require a lane closure along a portion of 16th Street near its intersection with Avenue C. Work is scheduled to begin as early as Dec. 27, and is anticipated to be complete by the end of January, 2017. Road signs will be posted in the area for traffic along 16th Street as they approach the work zone, to guide traffic around the lane closure near the driveway.
Kennedy Lane, Arizona Ave.
Crews will be working along the portion of 20th Street between Arizona Avenue and Kennedy Lane to pull fiber through an existing conduit and for underground bore work. The work will lead to a lane shift along 20th Street in the area. The project is expected to begin as early as Jan. 19, and will be finished by the end of March 2017. There will be no parking permitted along 20th Street between Arizona Avenue and Kennedy Lane while the project is under way. Traffic traveling in either direction on 20th Street is to keep to the right.
24th Street, avenues B-C
The street reconstruction of 24th Street between avenues B and C is under way. Update: The third phase of the project has been completed, and local traffic headed westbound on 24th Street from Avenue B will have access up to 31st Avenue. The next phase of the 120-day project will require a closure on 24th Street from 31st Avenue to Avenue C. Detour routes include 28th Street, 20th Street and 32nd Street.
Avenue 3E, 32nd-40th streets
There will be a lane closure along Avenue 3E for a project that requires crews to access a manhole on the roadway between 32nd Street and 40th Street. Signs will be posted near the area to alert traffic to the lane closure and possible detours. Additionally, the speed limit will be reduced to 25 mph. The 60-day project is anticipated to be completed by mid-January.
U.S. 95 at Fortuna Wash - ADOT
Work is under way on the bridge on U.S. Highway 95 spanning Fortuna Wash northeast of Yuma and is expected to be completed by next winter. The bridge is going in at milepost 34, approximately 12 miles northeast of Yuma and 10 miles south of the turnoff (Imperial Dam Road) to Yuma Proving Ground. Crews are scheduled to work weekdays between 6 a.m. and 4 p.m. Motorists should allow extra travel time as lane restrictions will be in place and flaggers will occasionally need to alternate traffic through the work zone.
Avenue 3E, MCAS-Yuma North Gate
A project to remove existing overhead and an underground conductor for APS will require sidewalk and lane closures along a portion of Avenue 3E, near the MCAS-Yuma North Gate entrance. Flaggers and road signs will be in place to notify of motorists of the reduced 25 mph speed limit near the work zone for both northbound and southbound traffic. Work is to be completed by Jan. 13, 2017.
16th Street, El Paseo Real
Crews will be performing valve maintenance at a location on 16th Street, near El Paseo Real. The project will require a lane closure along 16th Street and a reduced speed limit near the work zone. Signs will be posted to alert traffic to the closed lane and direct them through the area. The project is to be completed by the end of January.
5th Avenue, 5th-7th streets
A project to abandon and replace a gas service line will require a road closure on 5th Avenue between 5th and 7th streets. The sections of 5th, 6th and 7th streets that extend from 4th to 6th avenues will be closed to through traffic as part of the project. Signs will be posted in the area to direct traffic to nearby detours through 4th or 6th avenues, through to either 4th or 8th streets. The project is expected to be completed by the end of January.
I-8 west of 4th Ave. - Caltrans
Caltrans crews continue to work on the reconstruction of Interstate-8 in Imperial County, west of Yuma, to extend the life expectancy of the pavement from State Route 111 to the border with Arizona. Associated lane closures and detours may cause significant delays. Signage will be posted alerting motorists of the work and associated detours. The segment of work closest to Yuma is located west of SR-186 to the state line where Arizona meets California.
Traffic is reduced to one lane in each direction from the agricultural checkpoint in California to the state line with Arizona. The westbound off-ramp and on-ramp at Fourth Avenue are closed with detour and signage in place to direct traffic to use Winterhaven Drive. The eastbound off- and onramp at SR-186/Algodones Road have reopened. The eastbound off- and on-ramps at Winterhaven Drive are closed, with detour and signage in place to use Fourth Avenue. Over-sized vehicles and farm vehicles wider than 12 feet are prohibited from traveling westbound on I-8 between Stateline Road and the Winterhaven Drive/4th Avenue; those vehicles should exit at Giss Parkway. Detours are in place and ongoing through 2017.

Asphalt maintenance crews will conduct operations in various locations as needed the week of
Jan. 9-13, 2017.
