Development Fees are a fee paid by new development (both residential and non-residential) to offset the capital facilities costs associated with providing necessary public facilities or public services to support new development. These fees are assessed on new building construction that will be generating an impact to the city services. The Citywide Development fees are based on a combination of the construction costs, expected City growth and the expected time frame determined from the Land Use Assumptions and the Infrastructure Improvements Plan.
Updating the Citywide Development Fees
Originally adopted in 2005, the fees were last updated in 2007. This current update will bring the fees into alignment with recent changes to Arizona state statutes governing the application of development fees and reflect current project costs and facility planning.
Development Fees are being considered and updated in the following categories:
- Parks and Recreation
- Police
- Fire and Emergency Medical Services
- General Government
- Transportation
Updating Citywide Development Fees is basically a two-part process. The first step is the development and adoption of Land Use Assumptions and an Infrastructure Improvements Plan. The second and final step is to adopt the Citywide Development Fee Schedule.
Step 1: Land Use Assumptions and the Infrastructure Improvements Plan
The first step in updating the fees is the development and adoption of the Land Use Assumptions and the Infrastructure Improvements Plan. Why are the Land Use Assumptions and the Infrastructure Improvements Plan necessary? The Land Use Assumptions and the Infrastructure Improvements Plan identify existing levels of service which are matched to the costs of maintaining existing levels of service throughout the City as the City of Yuma grows.
For example, as the City of Yuma grows, more roads are needed to carry additional traffic. This also applies to maintaining service level standards for City of Yuma Police & Fire departments response, for a larger number of customers and coverage areas. This also means meeting the needs of a growing population utilizing the City Parks and Recreational facilities, necessitating more facilities across the community.
The goal of the Land Use Assumptions and the Infrastructure Improvements Plan is to provide a plan of action to maintain City of Yuma infrastructure that will meet the needs of all City residents.
Step 2: Adopt the Citywide Development Fee Schedule
After adopting the Land Use Assumptions and the Infrastructure Improvements Plan, the next step is to adopt the Citywide Development Fee Schedule, which is the fair share contribution that new development will provide towards the improvements outlined in the Plan. The fees are a combination of the five general categories: Parks & Recreation; Police; Fire and Emergency response; General Government; and Transportation. Under the new State law, Senate Bill 1525, after January 1, 2012, the Sanitation Facilities Development Fee, Public Works Development Fee and Arts and Culture Development Fee can no longer be assessed on new development.
How are the Fees Calculated?
The Citywide Development Fees are calculated based on a combination of the estimated development cost attributable to new development and the expected growth from the Land Use Plan. Fees are broken into two groups: residential and non-residential. The residential group is broken into three subgroups; single family, multi-family and all other types of housing while the non-residential group is broken into: commercial/retail, office/institutional, light industrial, warehousing, manufacturing and hotel as shown below.

By adopting the development fee schedule, new development will contribute to the required City infrastructure that is necessitated by new growth development.
