The National Pollutant Discharge Elimination System (NPDES) stormwater permits program comes from the 1972 Federal Clean Water Act and its major amendment the 1987 Water Quality Act. The United States Congress directed the Environmental Protection Agency (EPA) to introduce these regulations to protect surface waters from stormwater runoff in urban areas. Urban stormwater runoff is considered to be one of the leading sources of poor water quality due to its tendency to contain heavy concentrations of pollutants from vehicles, buildings, pavement, industry and other urban sources.

Stormwater Jurisdictions and Regulations

There are two stormwater jurisdictions and regulations that communities and owners need to follow. Construction site owners/operators must satisfy both State and City regulations.

  • State Regulations: Information about the AZPDES stormwater municipal, construction and industrial programs.
  • City Program: Information about the City of Yuma's stormwater program and regulations.
